Chronological Activities against ragging

Horticultural College and Research Institute, Periyakulam, is a ragging free campus since its start during 1990. Due to continuous vigil by the staff and cooperation of the students there is no single incidence related to ragging incidence in this college. Every year the students and their parents are sensitized on the ill effects of ragging and are made to sign anti-ragging affidavit. The Dean, warden, student counselors conduct regular meetings and have surprise checks to monitor the student behaviour. Antiragging committee as well as antiragging squad work round the clock in college and hostel premises. Anti-ragging Banners and posters are placed in Administrative Building, Academic Building and Student hostels along with WhatsApp numbers of the authorities and complaint boxes. Every year, Action Taken Report related to prevention of ragging and implementation of UGC antiragging guidelines are sent to the Registrar. As per the Hon. Anti Ragging Cell

In pursuance of the Judgment of the Hon’ble Supreme Court of India dated 08.05.2009 in Civil Appeal No. 887/2009, the University Grants Commission has framed “UGC Regulations on curbing the menace of ragging in higher educational institutions, 2009” which have been notified on 4th July, 2009 in the Gazette of India. Horticultural College and Research Institute, Periyakulam follows this regulation and subsequent guidelines issued in letter and spirit as below.

Measures taken to make the campus ragging free

Anti-ragging committee was constituted at college level with the Warden as the chairman involving the deputy wardens of all the hostels and year Co-ordinators as members to look into various activities related to anti-ragging and safeguarding the freshers. Meetings were organized for the senior students (II, III & IV year) by their year Coordinators and the students were instructed not to indulge in ragging activities or involve in any indisciplinary / illegal activities. An undertaking was also obtained from the students. Flex Banners were prepared stating the punishment for the students involved in ragging activities and displayed in hostel and college premises. The staff members of this college were assigned with anti-ragging duties throughout the day in the First year Girls and Boys hostels for monitoring the senior students as well as to address the students regarding routine activities for a period of one and a half months. Supporting staff members (Residential Tutor, Mess Managers, Ward Boys and Ayahs) in the hostels were instructed to monitor the activities after college hours. The phone number of staff viz., Dean, Wardens, Deputy Wardens, Residential Tutors and Year Co-ordinators, were displayed in the hostels to facilitate easy contact.

Boards / Pamphlets / Notices

              Antiragging and ‘ragging is an offence’ related banners are kept in front of Academic Building, Administrative building and in every hostels with punishment details. Anti ragging circular of TNAU is displayed in all the notice boards at the time of admission as below. Ragging and related activities are banned by Government of India and Government of Tamil Nadu.

              The latest rule of this University as approved by the Academic Council is as follows: Disciplinary action will be taken against any student found guilty of organizing or participating directly or indirectly in ragging or any such activities either in the campus or outside the campus which would be against the cannons of good conduct and behavior and would bring discredit to the institution. Those found guilty will be expelled from the hostel and / or the college concerned.

The Anti-ragging squad entertains formal complaints on ragging on or off the campus. The Anti-ragging committee enquires into the matters and submits its report to the Vice-Chancellor of the University for further imposition of punishment as per provisions of the Tamil Nadu Anti-Ragging Act, the directives of the Supreme Court and the Regulations of UGC.

 Anti-ragging committee is formed every year to prevent ragging related issues inside and outside the college campus. Anti-ragging special squads placed in student hostels make surprise checks and counselling.

Students are sensitized and advised to use this website for making complaints as well as to get awareness. As per the Hon. Supreme Court & UGC/MHRD Regulations that all students fill in an Anti Ragging Undertaking, each year. To make the process easy MHRD has developed an ONLINE facility. In this regard, each student of HC&RI is filing an undertaking every year ONLINE at: www.amanmovement.org (OR) www.antiragging.in Awareness meetings organized with police/ technical personnel to brief the students on legal measures. Awareness meeting is conducted every year by inviting police officials with not lesser than DSP level to brief the students on legal measures. Parent Teachers meet is organized for every senior batch of students to sensitize them. During this meet, AFFIDAVIT BY THE STUDENT, AFFIDAVIT BY PARENT/GUARDIAN is signed by students and Parents collected as per UGC guidelines. Awareness meeting organized to every batch of students by the Coordinator of the respective batches. State Level Monitoring Cell meeting on anti-ragging is attended by University Officials and the minutes were circulated to all the staff members for compliance.
