Short bio

Dr Rasheed Sulaiman V is serving as Director, Centre for Research on Innovation and Science Policy (CRISP), Hyderabad (www.crispindia.org) since April 2006. Before joining CRISP, he worked with the Indian Council of Agricultural Research (ICAR) as Senior Scientist at the National Institute of Agricultural Economics and Policy Research (NIAP), New Delhi (1993-2006).

CRISP hosts the AESA (Agricultural Extension in South Asia) Network (www.aesanetwork.org) and Dr Rasheed is its focal point. He is also a member of the Board of Global Forum for Rural Advisory Services (GFRAS) (www.g-fras.org) and represents GFRAS as a Steering Committee Member of FAO-Tropical Agricultural Platform (http://www.fao.org/in-action/tropical-agriculture-platform/en/). He served as Commissioner, CGIAR-Commission on Sustainable Agricultural Intensification (Co-SAI) from 2019-2022( https://wle.cgiar.org/cosai/commissioners ) and during 2015-2019 he also served as the Chair, Steering Committee of the Global Forum for Rural Advisory Services (GFRAS).

He has more than twenty-eight years of post-doctoral experience in research on Agricultural Extension, Agricultural Innovation Systems and Programme Evaluation. He has coordinated several research programmes in South Asia and also served as a member in national and international policy think tanks. His main areas of research include agricultural extension systems and policies, application of the innovation systems framework in agricultural research and extension, exploring the role of Science, Technology and Innovation to achieve SDGs; role of private sector and public-private partnerships in agricultural research and extension, developing new approaches to reaching rural women and evaluation of ICTs in agriculture.

In 2021 he led the drafting of the Indicator Framework Indicator for National Extension and Advisory Service Systems- Metrics for performance and outcome measurement for FAO. In 2019-20, he was a member of the committee that developed the new MSc and PhD Curricula in Agricultural Extension for ICAR. In 2012, he led the drafting of the “The New Extensionist” Position Paper for the GFRAS.  Apart from these, he has published several research papers in national and international journals and has contributed several policy papers, policy briefs and discussions papers on research, extension and innovation management.
